Digital transformation of Ukraine’s public diplomacy: strategic communication and social media integration. This research examines the ongoing digital transformation of Ukraine’s public diplomacy, focusing on the strategic use of social media platforms in response to geopolitical challenges. Utilizing a hybrid conceptual framework that merges Ilan Manor’s digitalization of diplomacy and Zhao Alexandre Huang’s historical-discursive approach, this study highlights how Ukraine has adapted its public diplomacy to integrate both historical narratives and digital tools for real-time communication. It explores the importance of these transformations in shaping global perceptions and countering disinformation during conflict. Cette recherche examine la transformation numérique en cours de la diplomatie publique de l'Ukraine, en se concentrant sur l'utilisation stratégique des plateformes de médias sociaux face aux défis géopolitiques. En utilisant un cadre conceptuel hybride qui fusionne la numérisation de la diplomatie d'Ilan Manor et l'approche historico-discursive de Zhao Alexandre Huang, cette étude met en évidence comment l'Ukraine a adapté sa diplomatie publique pour intégrer à la fois des récits historiques et des outils numériques pour une communication en temps réel. Elle explore l'importance de ces transformations dans la formation des perceptions mondiales et la lutte contre la désinformation en période de conflit. The modern geopolitical landscape is increasingly influenced by digital technologies, which have reshaped traditional diplomatic practices. In Ukraine’s case, public diplomacy has evolved rapidly, driven by the need to navigate both conventional diplomacy and information warfare. In this article, we explore Ukraine's digital public diplomacy, focusing on how strategic communication via social media platforms has played a critical role in its foreign policy, particularly during the ongoing conflict with Russia. Ukraine's public diplomacy has not only been reactive but also proactive, capitalizing on digital platforms to engage global audiences, counter disinformation, and build alliances. Doctorial DICEN IDF 2024 "The digitization of public diplomacy between Russia and Ukraine during the war: strategic communication and information warfare in the digital age" The digitization of public diplomacy between Russia and Ukraine during the war: strategic communication and information warfare in the digital age Ongoing Ph.D. project prepared at Gustave Eiffel University and the DICEN-IDF laboratory, under the supervision of Prof. Amos DAVID and Dr. Zhao Alexandre HUANG Context and Importance of the Research This research explores the strategic use of digital platforms by the Foreign Ministries of Russia and Ukraine amidst escalating geopolitical tensions from 2022 to 2024. It is timely and relevant as it examines how these nations manipulate digital communications to shape and influence global perceptions and narratives. This study highlights the role of digital media as an arena for information warfare, impacting public diplomacy and the framing of narratives in contemporary geopolitical conflicts. The question of departure: How social media have been mobilized by both of governments to frame the war online? Significance of the Research Innovative Diplomacy: Our findings illustrate how digital platforms are transforming traditional diplomatic engagements, prompting a reevaluation of existing diplomatic strategies to include digital interactions. Policy Implications: The insights obtained are crucial for policymakers and diplomats, providing a basis to assess and enhance the effectiveness of current digital diplomacy strategies. Summary of the research project This thesis aims to analyze, from the perspective of the digitization of public diplomacy (Manor, 2019; Manor & Huang, 2022) and economic intelligence (Marcon et al., 2021), how the Russian and Ukrainian governments mobilize social media to legitimize their respective stances on/in the war. This involves advocacy regarding the war process to reach target audiences domestically and internationally. In particular, the study will focus on the international political communication practice of the two warring parties during the period from 2022 to 2024, a time frame including the situation in Ukraine evolved from the emergence of conflict to apparent escalation and then to a stalemate. This analysis seeks to interrogate the role and influence of social media on the (re-) formulation of strategy and practices in international political communication and the construction and defence of governmental legitimacy in a context of geopolitical uncertainty (Lequesne, 2021). Based on the cognitive analysis of public policy (Muller, 2011) and the socio-historical application of information and communication, this topic addresses the issue of strategic formulation and innovation by the Russian and Ukrainian governments in disseminating specific visions, policies, and ideologies during the period of geopolitical conflict.
